Revenue to Begin Enforcement of RYO Cigarette Machines
The Wisconsin Department of Revenue (DOR) will immediately begin to notify roll your own (RYO) cigarette retailers that they must follow state and federal laws and regulations if operating a RYO machine. According to federal and state law, if a retailer or the retailer’s customer operates a RYO machine on the retailer’s premises to make cigarettes with loose tobacco, the retailer is a cigarette manufacturer. Under state law, such a retailer is also a distributor.

WPMCA Urges Feds to Re-open Pipeline
Recent pipeline breaks and product shortages have caused significant increases in the price of gas in Wisconsin. On July 17, the West Shore pipeline which transports finished product from Chicago to the Milwaukee and Green Bay terminals suffered a leak and was shut down for several days. On July 27, the Enbridge pipeline which brings light crude oil from Canada to Chicago area refineries suffered a leak in Adams County Wisconsin. These pipeline closures, combined with refinery problems in the Chicago area have dramatically increased prices at the pump.

Transportation Bill May End RYO Stores
An amendment attached to the federal highway measure changes how roll-your-own (RYO) tobacco shops operate, which would effectively make those stores tobacco manufacturers and thus liable for federal excise taxes, The Wall Street Journal reports.
